I lived in Japan for 3 years and over there I felt so safe riding my bike everyday for most of my daily chores. I rode my bike while pregnant and then with my baby on my back, and I felt very safe. Back in Quito I wouldn't dare to ride a bike on the streets with my toddler on it. It also depends on the neighborhood, but my general impression is that it could be very dangerous for a mom with a child. We're car free and use public transportation a lot, though.
