However, given the fact that people are NOT going to stop driving tomorrow, calling this plan (to recycle a HUGE amount of waste) "sticky and ineffectual" is more than a bit naive. Recognize how useful this really is, as opposed to deriding a WASTE MANAGEMENT COMPANY for not lowering European vehicular emissions.
